Puffin populations in one of the United Kingdom’s most significant seabird colonies have suffered a severe downturn, with conservationists issuing a stark warning after a substantial drop in numbers attributed to dwindling food supplies and escalating extreme weather conditions. NatureScot, the Scottish government’s agency responsible for natural heritage, revealed that the number of burrows actively occupied by these charismatic seabirds on the Isle of May, a vital breeding ground in the Firth of Forth, has plummeted by an alarming 30% over the last two years. This decline represents a significant setback for a species already facing considerable environmental pressures.
A comprehensive joint survey, conducted in collaboration with the UK Centre for Ecology & Hydrology (UKCEH), provided the grim statistics. Researchers involved in the study indicated that a series of violent storms, increasingly frequent and intense, have directly contributed to the mortality of a considerable number of birds. Concurrently, a more insidious threat has emerged from rising ocean temperatures, which have severely impacted the populations of sand eels – the primary and most crucial food source for breeding puffins and their chicks. The combination of these factors paints a worrying picture for the future of these iconic marine birds, leading researchers to describe the population decline as "disappointing and concerning."
During the summer survey, approximately 36,500 burrows across the island were found to be in active use. This figure marks a precipitous decrease of nearly one-third from the estimated 52,000 burrows thought to be occupied during the last comparable survey conducted in 2022. The Isle of May, situated approximately 4.9 miles (8km) off the coast of Fife, has long been a bastion for Atlantic puffins, making this rapid decline particularly alarming. The health of the puffin colony here is often seen as a bellwether for the wider marine ecosystem of the North Sea.
The Isle of May has held the esteemed status of a National Nature Reserve (NNR) since 1956, celebrated for its rich biodiversity and its crucial role as a breeding ground for almost 300 species of birds. Its relative isolation and, critically, its lack of ground predators, have historically made it an ideal sanctuary for ground-nesting seabirds like puffins. David Steel, the reserve manager for NatureScot on the Isle of May, drew parallels between the current situation and a previous period of decline in the early 2000s, which was eventually followed by a recovery in the 2010s. However, he cautioned that the present circumstances appear to be more complex and potentially more severe.

"The decrease appears to be linked to a combination of ongoing pressures on seabird food supplies, poor winter survival and increasingly extreme weather conditions," Steel explained. This multi-faceted challenge suggests that the puffins are being squeezed from several directions. Poor winter survival could be due to harsher conditions at sea, reduced food availability during non-breeding months, or weakened birds struggling to cope after a challenging breeding season. The relentless pressure on food supplies, primarily sand eels, is particularly critical during the breeding period when adult puffins must forage intensively to feed their rapidly growing chicks. Without an adequate, nutritious diet, chick survival rates plummet, directly impacting the population’s ability to replenish itself.
Steel underscored the vital importance of continuous monitoring and conservation efforts at sites like the Isle of May NNR. He emphasized that the long-term data and ongoing research conducted here are indispensable for understanding these complex trends and developing effective responses to mitigate the threats. Such long-term ecological datasets are invaluable for identifying patterns, understanding drivers of change, and informing conservation strategies in an era of rapid environmental shifts.
The survey methodology involved a meticulous process, with researchers systematically sweeping back and forth across the island over a six-day period. Their task was to count burrows and carefully assess whether each was actively used by puffins or by rabbits, which also inhabit the island. This detailed, on-the-ground approach ensures an accurate census of the breeding population, providing a reliable measure of the colony’s health over time. Beyond puffins, the island’s cliffs and burrows also host significant populations of other seabirds, including guillemots, fulmars, terns, and various gull species, all of which contribute to its status as a critical marine bird haven. In the autumn and winter months, the surrounding waters become a breeding ground for thousands of seals, while the island itself serves as a crucial stopover point for approximately 250 species of migrating birds, further highlighting its ecological significance.
Mark Newell, the UKCEH’s field manager on the Isle of May, voiced profound concern regarding the potential for future "extreme weather events" to further compromise the breeding ability of puffins and other vulnerable species. He highlighted the scientific consensus that climate change is driving an increase in both the frequency and severity of such events. "We believe that the puffin population has recently suffered from a series of extreme climate events, including marine heat waves and intense storms affecting survival in three of the last five winters," Newell stated. This suggests a pattern of repeated stress that prevents the population from recovering between challenging periods.
The implications of increasingly frequent and severe extreme weather are dire. Violent storms can directly decimate puffin numbers by causing mass mortality at sea, exhausting birds struggling to forage in rough conditions, or even destroying burrows. Marine heatwaves, while less overtly destructive, have a more insidious effect, disrupting the marine food web by impacting the distribution and abundance of crucial prey species like sand eels. Warmer waters can alter the plankton blooms that sand eels feed on, or force the eels into deeper, cooler waters, making them less accessible to foraging puffins, particularly those provisioning chicks close to the colony.

The plight of the Atlantic Puffin (Fratercula arctica) is not isolated to the Isle of May. Across many parts of its range, particularly in the North Atlantic, the species is listed as ‘Vulnerable’ on the IUCN Red List of Threatened Species. Their struggles serve as a powerful indicator of the broader health of marine ecosystems, making their decline a warning sign for the wider ocean environment. Puffins, as top predators in their localized food webs, are highly sensitive to changes in prey availability and environmental conditions.
The interconnectedness of climate change, ocean temperatures, and food supply creates a complex web of threats. Addressing this requires a multi-pronged approach, encompassing global efforts to reduce greenhouse gas emissions to mitigate climate change, alongside localized conservation actions.
