In a landmark announcement that underscores Finland’s ascendant position in the global artificial intelligence landscape, Google has committed an unprecedented €13 billion (approximately £11 billion or $15 billion) to bolster the nation’s AI infrastructure. This substantial investment, the largest single outlay by Google in Europe to date, is intricately linked with a strategic pact to secure a significant portion of Finland’s clean energy, specifically by purchasing up to half of the electricity generated by the Loviisa nuclear power plant. The multifaceted deal, revealed on Wednesday, signals a profound commitment from the US tech behemoth to not only expand its data center footprint but also to foster a sustainable and resilient energy ecosystem capable of powering the ever-increasing demands of AI services.
The colossal investment package is earmarked for the development of three new, state-of-the-art data centers, the expansion of an existing facility, and crucially, investment in energy projects designed to meet the burgeoning power requirements of advanced AI. Google’s official statement hailed the initiative as a "testament to Finland’s leadership in responsibly building AI infrastructure," positioning the Nordic nation as a frontrunner in the ethical and strategic deployment of AI technologies. Finland’s Prime Minister, Petteri Orpo, echoed this sentiment, declaring that Google’s decision served as a "clear testament to our strengths."
A cornerstone of this ambitious undertaking is a 22-year contract forged with the Finnish state-owned utility company, Fortum. Under this agreement, Google will procure up to 50% of the electricity output from the Loviisa nuclear power plant, a move that provides Fortum with considerable long-term financial certainty and supports its ongoing investment program to extend the operational life and enhance the generating capacity of the nuclear station. The Loviisa plant currently accounts for approximately 10% of Finland’s total electricity production, highlighting the strategic importance of this energy supply agreement.
This significant investment by Google follows closely on the heels of a similar commitment from TikTok, which announced earlier in the week a $1 billion investment to construct a new data center in Kouvola. Both tech giants have cited Finland’s "strong digital infrastructure, clean energy mix, robust data governance, and skilled tech talent" as key drivers for their decisions. Finland’s appeal as a prime location for data centers is further amplified by its naturally cool climate, which significantly reduces the energy expenditure required for cooling the densely packed computer servers. Coupled with an abundant supply of low-carbon electricity and a relatively uncongested power grid, these factors create an ideal environment for energy-intensive technological operations.
The global race to secure reliable and sustainable power supplies is intensifying as the artificial intelligence boom continues to drive an insatiable demand for vast networks of data centers. Google’s investment is projected to have a profound economic impact on Finland, creating an estimated 37,000 jobs during the construction phase and contributing an impressive €3.6 billion annually to the country’s GDP, according to Google’s own estimations. The construction of these new facilities is slated to commence in 2027 and 2028.
Prime Minister Orpo emphasized the far-reaching economic benefits, stating, "The value of the data economy extends far beyond direct investment into spurring innovation, research and development." He further elaborated on the symbiotic nature of the partnership, noting, "Deepening our collaboration with Google will deliver lasting benefits for both parties."
The new data centers will be strategically located in Kajaani, Muhos, and Vaala, complementing Google’s existing facility in Hamina. This latter site, established in 2009 through the conversion of a former paper mill, has served as a testament to Google’s early commitment to Finland’s digital infrastructure. The expanded and new infrastructure will be instrumental in supporting a wide array of Google’s cutting-edge products and services, including its advanced AI chatbot, Gemini, alongside its widely used platforms like Search, Maps, and YouTube.
Beyond the core infrastructure development, Google has also committed to investing in "clean energy projects, and dedicated nature and community funds to support local biodiversity, education, research, and workforce development." This holistic approach reflects a growing awareness within the tech industry of the need for responsible and sustainable growth that benefits local communities and the environment. Ruth Porat, president and chief investment officer of Alphabet and Google, expressed pride in deepening the company’s roots in Finland, stating, "This investment underscores Google’s commitment to grow our presence responsibly, pairing the expansion of our technical infrastructure with new energy capacity, grid enhancements, and energy affordability initiatives."
This significant investment in Finland aligns with Google’s parent company, Alphabet’s, broader global strategy. Earlier this year, Alphabet announced an increase in its global spending plans, projecting expenditures of up to $205 billion to enhance its computing capacity in response to the escalating demand for AI services. The strategic partnership with Fortum and the Loviisa nuclear power plant not only secures a stable and predictable energy source for Google’s operations but also provides Fortum with the necessary financial backing to invest in the long-term viability and modernization of its nuclear assets.
