Under current UK law, privately owned e-scooters are strictly intended for use exclusively on private land, with the explicit permission of the landowner. Their operation on public thoroughfares constitutes a breach of regulations designed to ensure the safety of all road and pavement users. The demographic breakdown of the injured children is particularly concerning: half of those hospitalised were aged between 10 and 13, indicating a disproportionately high number of younger children being affected. Further analysis reveals that nearly two-thirds of the injured children were boys, suggesting potential differences in usage patterns or risk-taking behaviour.

In the overwhelming majority of cases, the injuries were sustained by the e-scooter rider themselves, with pedestrians being involved in only a small fraction (5%) of incidents. The most frequent cause of these injuries was simply falling off the e-scooter, a testament to the inherent instability and potential for loss of control, especially for inexperienced young riders. However, a more serious and concerning category of incidents involved collisions with vehicles, accounting for approximately 11% of the reported accidents. The physical consequences of these crashes are varied and often severe. Injuries to the arms and legs were the most commonly reported, indicative of falls and impacts. The lack of mandatory helmet use in the UK, a stark contrast to the regulations in many other countries, undoubtedly exacerbates the severity of head injuries. These rental e-scooters are also typically equipped with a speed limiter, restricting their top speed to around 15mph, a considerably safer benchmark than that of many privately owned models.

"These are concerning findings, and our thoughts are with anyone who has been injured on our roads," they stated. The department reiterated the illegality of using private e-scooters on roads, pavements, or other public spaces, including for individuals under 16. Crucially, they announced that the government is actively working on bringing forward new legislation aimed at making the use of e-scooters safe and legal. This initiative includes ongoing consultations on requirements such as mandatory helmet use, signalling a potential shift towards a more regulated and safer e-scooter landscape.
